Carruthers brings extensive experience from global casino, resort, and responsible gaming leadership roles.
UAE Gaming Regulator Strengthens Executive Leadership
The General Commercial Gaming Regulatory Authority (GCGRA) has appointed Ciarán Carruthers as its new Chief Executive Officer, strengthening its leadership team as the United Arab Emirates continues advancing its commercial gaming regulatory framework.
Carruthers joins the Authority with extensive international experience across the luxury hospitality and gaming industries. He previously served as Chief Executive Officer of Crown Resorts in Australia and has held senior leadership roles involving large-scale integrated resort operations and regulatory transformation.
His experience includes overseeing significant operational and compliance initiatives, including Crown Resorts’ return to full licensing suitability, managing major gaming and hospitality operations at Wynn Macau, and supporting responsible gaming developments across international markets.

Carruthers will work alongside the GCGRA leadership team, licensees, and government stakeholders as the regulator advances its strategic objectives and oversight responsibilities.
